Children playing with fire is a serious problem in the United States.
In 1996, children playing with fire started 87,330 fires. Of those fires,
seven out of ten were either outdoor trash or grass. As a result of the
87,330 fires started by children, there were 280 civilian deaths and 2,388
civilian injuries. In 1996, children playing with fire caused $278.4
million in property damage. There are many characteristics that indicate a
